Main duties and responsibilities:
Background
- Federal Ministry of Health of Ethiopia has been receiving Global Fund Grant to fight AIDS, TB, and Malaria (GFATM) and building a resilient and sustainable system for health. The incumbent will support MOH for the implementation and scale up of the digital health intervention.
Job Description
- Responsible for implementation and configuration of Digital Health systems at Hospitals and Health centers at National levels, and having good knowledge on clinical workflow.
- Provide technical input in the development, customization, upgrading and integration, rollout, maintenance and use of Digital Health systems. Experience as consulate Leading digital transformation projects.
- Good experience on Linux server side management, that includes installation, configuration, monitoring of resource utilization.
- Practical experience on source code management tools like Github for downloading source codes, compiling and deploying on production sites.
- Implementing data exchange interfaces among system for sharing data to each other to provide timely and seamless portability of data between devices and applications (systems) to access, exchange, integrate and cooperatively use data in a coordinated manner
- Have good understanding and experience with REST API data sharing principles, which helps to pull or push data between different systems.
- Advanced experience on SQL database manipulation language that used to extract data from complex database systems
- Expected to have computer programming skills, especially on client side Java Script frameworks like Angular and React.
- Knowledge on popular generic languages used for data exchange in multiple domains like JSON, YAML, XML.
- Provide technical input in the development, customization, upgrading and integration, rollout, maintenance and use of Digital Health systems
- Plan, coordinate and conduct trainings and workshops as needed to support the implementation of electronic medical record systems.

Job Requirements
Required educational background and work experience:
- MSc or Ph.D in computer science, or electrical and electronic engineering with at least 12 years prior proven work experience of working directly related to digital systems strengthening and digital system management or 10 years prior proven work experience of working directly related to digital systems strengthening and digital system management, respectively.
- Language Proficiency: Working knowledge of English.
- Job Knowledge: Must possess thorough knowledge of Health Sector Information System program management.
- Skills and Abilities: Ability to demonstrate in depth understanding and analytical capacity across issues related to digital system development, implementation and monitoring. Must possess excellent interpersonal skills and demonstrate cooperative working relationships.
- Interpersonal Skill Requirements: Must be tactful and effective in dealings for project implementation with partners and various officials of governmental and non-governmental organizations, Articulate communication, excellent in written and verbal communication & presentation.
- Experience working on digital system at Federal Ministries, Federal agencies or Regional bureaus digital system projects management experience at government or with international organizations.
- Ability to promote teamwork.
- Fluency in English, good communication and negotiation skills,
- As new priorities arise, FMOH may periodically revise the TOR for this position.
- Ability to establish and maintain effective result-based working relationship with staff at national and regional levels and partner organizations.
- Computer literacy: Routine use MS-office applications, including Word, Excel and PowerPoint; and internet and email systems required.
- Ability to use additional statistical analysis packages is an advantage e.g. SPSS, Epi- Info.
- Accountability
- Both the Civil service and MoH rules and regulations will be applied to guide the day-to-day activities and performance of the manager.
- As new priorities emerge, the MoH may periodically revise this TOR for this position.
