Ministry of Health would like to invite competent applicants for the following positions.
Job Description:
- Conduct workflow analysis in the ministry, needs assessment/requirement gathering, develop implementation road maps and define optimization strategies for Integrated ERP system and ICT goals.
- Accountable for documenting and tracking ICT EO initiatives and strategic goals on behalf of ministry in development & implementation technical flow, setting standards, implementing control mechanisms and following procedure to overcome ICT duties and responsibilities.
- Plan, coordinate and conduct trainings and workshops as needed to support the Information Communication Technology Executive Office experts on Networking, cyber security, infrastructure management and datacenter admin related skills.
- Identify the current situation of Network infrastructures to enhance and strengthen ICT infrastructure in the ministry.
- Provide technical support and guidance to the MOH’s ICT team in the development and implementation of ICT strategic goals including the paperless environment in the ministry or digitalization, ICT standards and guidelines, enhancing ICT infrastructures and capacity building initiatives etc.
- Reviews and contributes to system and network performance results, the development of file transfer system standards, strategies, and workflows. Ensure the compliance with documented strategies. Contributes to technical procedures for department use to ensure uniformity of process.
- Consult Information Communication Technology staff and executive officer on main ministry ICT related issues, recommend designs, provide cost analyses, help plan projects, and coordinate tasks for installation of all telecommunication, hardware, and software infrastructure.
- Perform other ICT EO duties and mandates as member of ICT Executive Office.

Educational background:
- Education: MSc or BSc Degree in Computer Science, Computer Engineering, Information Technology, Information system, Software Engineering, Electrical Engineering.
- Experience: At least 12 years work experience with BSc or 10 years work experience with MSc on designing, managing and implementation of Network administration environment is required.
- Certification: Cisco CCNA or CCNP equivalent professional certification is required.
- Project/ program management and leadership & top level management related training
- Accountability: Both the Civil service and MOH Human Resource Development rules and regulations will be applied to guide the day to day services of the adviser.
Necessary Skills and Experiences:
- Experience in storage, MS - Server configuration, network configuration, blade systems, experience one or more of the following virtualization technologies and services: VMWare ESX, Virtual Center, Amazon Web Services, Microsoft Azure, Experience in networking and web standards such as DNS, DHCP, TCP/IP, HTTP, web security mechanisms, proxies, firewalls and load balancers any related fields.
- Knowledge of current protocols and standards, enhancing and improving ICT infrastructure covering all areas of the organization infrastructure.
- Designing and implementing enterprise network solutions and/or improving the efficiency of current networks in the ministry.
- Installing, configuring, and supporting network equipment including routers, proxy servers, switches, WAN accelerators, WAP controller, firewalls to maximize network efficiency and security.
- Excellent knowledge of infrastructure operations covering networks, data centers, servers, storage systems and databases, security and cloud technologies
- Experience with support of IT Infrastructure and to be able to help isolate and troubleshoot complex problems and failures.
- Basic knowledge of TCP/IP based Network such as knowledge of CCNA or CISCO network devices & routers is preferred.
